High taxes, particularly on the lower class, inhibits population growth. Population growth is aided by farms, wineries, fishing ports, and an upgraded road system in the region. Population growth directly controls how fast towns emerge in a region, and by extension how quickly you will be able to further develop the infrastructure of the region. The final section in the region information screen you should be aware of pertains to population growth. This means when you do eventually return the region to a normal tax plan, a portion of the citizens will be unhappy at the tax hike at least temporarily. Also when you exempt a region from taxes for a prolonged period citizens acclimate to this absurdly low tax rate. If you have too many regions exempt for too long your expansion and improvement of infrastructure will grind to a halt, and the upkeep cost of your military may even drive your net income into the red. You should always consider this action carefully before choosing to exempt a region from taxes. This action can also cause quick population growth as taxes are often hampering local growth. Exempting a region from taxes will go a long ways towards appeasing unhappy citizens. Please note that in the box outlining the taxes collected from this region you have the capacity to exempt this region from taxes. In this section you can see how quickly the wealth of the region is growing, as well as how much income in taxes this region is generating. In the middle of this screen is a summary of the region's wealth. You will most often see revolutions and unhappy citizens caused by the recent occupation of a city which formally belonged to a rival, as a reaction to a tax hike, or because the most popular religions in the region is not your national religion. The second bar for each group similarly summarizes all the things that are making your citizens angry. Generally when you are trying to control revolting regions repression will be the single easiest means to do so. Repression of the rabble by local forces is also represented on this bar. The top bar for each class is a graphical representation of the all aspects currently pleasing the citizenry. This is represented by four bars, two for the nobility, and two for the lower classes. On this screen you can easily see how contented the citizenry of this region is across the top of the screen. To bring up this screen double click on a region capital that you control. The region information screen lists data specific about a particular region.
